Independent Youth Housing Program
Independent Youth Housing Program (IYHP) provides rental assistance, related housing costs, and case management to young adults, ages 18-24, who have been a dependent of the state or federally recognized tribal foster care system prior to age 18. Eligibility requires the young adult does not exceed the very low income limits for their county. Young people must be living in Skagit, Snohomish, or Whatcom county.
Comprehensive Support for Housing Stability
The Young Adult Housing Program, administered by the Department of Commerce's Office of Homeless Youth (OHY), offers a range of services to ensure young people transitioning to adulthood have access to safe and affordable housing. Services include monthly rent assistance, utility payments, connection to community resources, and developing goals and skills to ensure the young person maintains housing stability.
Eligibility & Priority Criteria
Eligibility of participants is determined by age, income, and dependency status. The participant must be between the ages of 18 and 24, their income cannot exceed 50% of the county’s Area Median Income, and the individual must have been a dependent of the state of Washington prior to the age of 18. Priority may be given to those who were dependents for at least one year and are recently exited from foster care and have a high risk of housing instability.
Pathway to Independence
To enroll in the program, youth must meet all eligibility criteria at entry. Youth must also engage regularly with their IYHP case manager, verify their income sources, and work on established goals. Clients are required to contribute up to 30% of their income toward rent and participate in an Individual Development Account or other savings plans if their income exceeds 50% of the median income at any point after enrollment. The overarching goal is to prepare participants to become independent and self-sufficient, reducing their long-term dependence on state assistance.
